What is OLEEAA?

Our History

 The idea of a state explorer advisors association in Ohio had been talked about for several years among post advisors from Ohio attending the National Law Enforcement Explorer Competitions.  In 2009 Peter Jenkins, of the FBI; Larry Komidar, retired from Cleveland PD; and Paul Lumadue, of Mansfield PD began the formation of Ohio Law Enforcement Explorer Advisors Association.  The purpose of OLEEAA was to formalize networking and interaction between advisors of Ohio's law enforcement exploring posts.  OLEEAA was also designed to keep advisors update on what was occurring in law enforcement exploring while assisting those same advisors in planning, management, and overall maintenance of their posts.  


The first bylaws were created in June of 2009 with the first annual conference being held Dec 1 & 2, 2009 at the Cherry Valley Lodge in Newark.  The agenda for the first conference included sessions on management of posts, fundraising, National Conference, and the Heart of Ohio Competition.  On the second day the Association was formalized by the incorporation of the bylaws.  OLEEAA officers and board members were also elected that day.  Peter Jenkins was elected as the first President of OLEEAA and Paul Lumadue was elected as Vice President.


As the annual conference continued to grow more and more law enforcement agencies across the state took part.  By 2013 the conference had moved to the Holiday Inn in Worthington and in 2018 it move to Cap City FOP Lodge 9's building.    

OLEEAA's Mission Today

The Ohio Law Enforcement Education Advocates Association, or OLEEAA, is a non‐profit, non‐partisan educational entity established for the purpose of creating a communications network between all law enforcement Explorer Posts, Public Safety Cadets Units, and similar programming in the State of Ohio and promoting such programming within the State of Ohio.  (Any further references to "Advisors", "Explorers", or "Post" would encompass their corresponding designations in any comparable organizations or programming.)  


This is done through the following activities: 

  • Sponsoring and supporting programs that enhance the mission of the Boy Scouts of America (BSA) affiliated Learning for Life, Law Enforcement Exploring programs


  • Developing and implementing educational, recreational, and competitive programs and events that foster vocational awareness, professional knowledge, character development, and overall fitness to benefit the youth of Ohio 


  • Assisting law enforcement agencies and BSA Councils with the formation and development of new Law Enforcement Explorer Posts 


  • Encouraging Law Enforcement Explorer Posts to participate in local, regional, and national law enforcement conferences and other events 


  • Planning and conducting specialized training programs for Explorers and Advisors


  • Engaging in such other activities deemed necessary to support the mission of Law Enforcement Exploring
